When a home owner wants to add-on major improvements, such as an additional bedroom or bathroom, town hall must be invited into the process to do it legally and avoid issues later at resale. Typically the architect (or if you are a do-it-yourself-er...you) submit/s the plans to the building department which in turn, if reasonable (based on several factors), will issue permits for the work to commence. At the next stage, when the rooms are famed out and plumbing lines/electrical in place, the town comes back in to inspect that the work is compliant to code, then the walls are sealed and work completed. The town comes in for the final stage, to review the finished product and, if acceptable, a final CO (certificate of occupancy) is issued and the town tax record ammended. Adding an additional bedroom and bath will definately increse your hom's value and in turn increase your taxable fair market value/assessment.
