Number one, from the classes I have taken, a corporation or LLC would be much better than a partnership. Talk with an attorney to get the details. Also, make sure EVERYTHING is in writing. Have a well written, detailed business plan. make sure the numbers work.

Kevin brings up a very good point to check with your condos rules especially regarding the windows. Normally, windows are changed out with what are called retro-fits and are made of vinyl. The old window frame is left in, and a new window is custom ordered to slip into the opening and sealed around the outside edge. The new window has a fin that covers the outside frame of the old window. This is what causes it to not match other windows of your neighbors. However, If you are very unhappy with the quality of the current windows in your condo, you might address to the association to allow you to replace the entire window with the same style. This involves a little more work since a complete removal of the window frame must be done and the new window installed. Most condos have wood trim around the windows which is easier to remove and replace than breaking open the stucco and patching it. The technology of todays windows is much better than older styles, especially if they are single pane glass. New windows will have upgraded features such as better insulation value, low-e glass, and usually better locking hardware. You may also qualify for a tax rebate as well.
The flooring in your condo shouldn't be a problem to replace with hardwood or laminate. It is very common to replace flooring that is worn or outdated in condos. Feel free to contact me if you would like to get an estimate for any of this work.

I know the Phillips Ranch area very well, I lived there not too long ago. Best way to find out real stats would be to check with the police dept. Phillips Ranch is covered by the Pomona Police Dept.
