Is it a problem to have lights in Rec areas so that games can be played at night?

SF Rec & Park is planning on changing the surface of the four soccer fields at the west end os Golden Gate Park from grass to an artificial turf. They want to install lights so that matches can be played till 10 pm. Neighbors to the east iin Sunset Heights don't want the lights and are fighting the plan.
Should the City install turf and the lights to improve and increase the availability of fields or should the neighbors be able to block the lights and the field improvements?

The real issue is that the lights will not stop lighting up at just the intended fields. I can't blame the neighbors for fighting this. The issue even goes beyond the lights. The neighbors will need to be getting to work and going to sleep by 9 p.m. and the lights and associated noise could keep them from getting the sleep they need.

That is an interesting turn of events.

Here in Northern Virginia, we are having some of the same issues, and they haven't been resolved yet either. It is one thing, when it gets dark at about 5pm in the Winter, however when there is sunshine until 9pm in the Summer, it seems a bit redundant.
