there are several in the area. Lake Redman is along rt. I83 near Loganville, at exit 10. They have picnic ares and pravillions in case of bad weather. Also some entertainment on weekends. Restrooms and boating are also available.
Are your friends going to be in the Westminster near Scranton? Then still check the state parks site, There are lots of great places up that way too. Maybe the Delaware water gap would work for you.

Do you mean the Westminster, Pa that is up by Lake Erie, If so, then you might do better to go to one of the areas that is a little farther north than Shrewsbury. Sam Lewis State Park is just off Rt. 30 at Wrightsville and has a great panoramic view, bathroom facilities, water and electricity; Raystown Lake is near Huntingdon. You can hike, picnic, or even take a cruise on the lake. There are great places near State College, and Caladonia is close to Chambersburg.
My suggestion is that you take a look at the Pa Parks web site.

You can locate a park from there. There are many, many possibilities for you.
OR, if you want something totally FREE, contact me and come plunk down a blanket in my yard on the Susquehanna River near Wrightsville. I'll even throw in the use of a couple of Kayaks if you promise not to sue me!
