I have living here since 1984 and unfortunately I have never heard of any local belly dancing classes. It looks like there are a couple not far from here, including:

In the past, there have been belly dancing classes offered through South Bay Adult School - the classes were held on the Mira Costa High School campus. You might give them a call or go onto their website and see if they're still available.
