To determine how a neighborhood is I recommend that you or any other buyer go there during different times of the day. We, agents, can't "tell" you a place is safe because we can be sued later if you feel unsafe. We have to leave it to your investigation and actually that is the only way it should work. You might be uncomfortable where I am happy and the opposite is also true. Safety is a very subjective experience.
Whenever buyiing a property, or renting it for that matter, you have an opportunity to inspect the physical nature. The condition affects the price you are willing to pay in both instances. The previous owner or occupant does not affect the price. Fact is it really shouldn't even be part of your due process.
Over the years I've worked with a number of people who want to know what the seller paid for the property, as if that had something to do with the market value now. It doesn't at all and whenever the buyer got it in there head that they could sit in judgement of how much profit the seller should get they lost the opportunity to win the competative offer process that exist here in San Francisco.
