In some cases, you are right:
In others, it may be that they are afraid to quote a $$ because the fee might change before the property is sold.
It may be that there are variable fees within the Development.
It may be an oversight.
There is also a certain amount of diligence that the Buyers need to do for themselves; like visiting the property and finding out if that is where they want to live.

Generally, but not always, whatever the seller pays in commission is split 50-50 between the seller's broker and the buyer's broker.
