I recommend you try to find a homeowner who needs a renter badly enough to work with your situation and that you be prepared to offer an explanation as to why you have a rental judgment and how you propose to ensure that the same thing does not happen again, or no landlord will be interested in taking the risk. Offering to pay several months up front, in cash, having your rental payment automatically drafted from your paycheck (if you are in the military or with another organization that can do that), or automatically paid from your checking account to the landlord's account each month, might help. Look for potential landlords on Craig's List or in the newspaper, as I don't think any owners who are listed with a property manager will make a positive recommendation of you as good prospective tenants. Best of luck and I hope you have resolved the issue that caused the judgment in the first place and are making an effort to pay the back rent you owe.
You have to keep in mind that the owners of rental property bought them as investments, are not likely to keep making their payments for their properties or other obligations without the rental income they were promised when a tenant signed a lease. They are not offering shelter for those who may be better served by seeking a private non-profit temporary dwelling for those in trouble until they can get their feet back on the ground.

But I know you say home OR townhouse.

If you are looking Va Beach that price is usually 2 bdrm condos, townhouses, or apartments. In Norfolk you may be able to find a 3 bdrm for that price. I live in Ghent, my office is in Ghent and I sell and show a lot of properties in Ghent. That is a very good question because, as you know, many buildings in Ghent - and many houses, for that matter - in Ghent - do not offer off-street parking. The answer is that it depends on the specific property's location. For some buildings/locations, it is pretty much no problem at all, irrespective of the time of day. For other buildings/locations, it routinely is a huge headache [and I always am careful to point that out to my clients; in fact, there is a building or two where I will not even show units for sale because the parking situation uniformly is a nightmare].
