I think you have been bullied here a little bit! I think you are just looking for a way to keep the deal together but you don't have the cash to make up the difference.
Obviously the home was worth 228 to the buyer originally. I agree that he wouldn't want to pay more than the appraised value, mainly because he would have to come with an extra 8K to the table. However, if he is willing the purchaser could appeal the appraisal. To validate the appeal your agent and the buyers agent will need to support the appeal with added information and comparable sales that the appraiser might have missed. A list of updates, upgrades and specific features your home has over the comparable sales he used is also helpful in this case.
The other thing you could do is release the current contract and go back on the market for another buyer. Hopefully you can get the 228 again, BUT IT WOULD BE A GAMBLE, and see if you can get an appraisal that will validate the sales price.
As a listing agent, I always meet the appraiser at the property. I make sure to supply them with floor plans, a list of all upgrades, features specific to your home etc to make sure that we can counteract a low appraisal. If your agent did this, then he/she has done her duty, and it might just be that the comps don't support the price. The apkpraisal is there to protect the purchaser, AND THE BANK, to make a good investment as buyers often are emotional about the process.
