I'm guessing this may be a little late but there aren't any real "bad" areas in Bellevue/Papilliion. There are certainly some that are much nicer than others depending on how much you want to spend on rent and if you can get a short enough contract.

Don't expect too many Real Estate Agents to jump up and down with joy when you mention that you are searching for a Lease-to-Own property. Many Agents don't fully understand the in's and out's of Lease Purchases (or how to make it a win~win for both parties) and the one's that do, typically don't want to wait till the property closes to get paid their commission.
Moreover, some Agents (and that includes some Agents on Trulia) will state opinions about Lease-to-Own transactions without ever having been involved with one personally. They will speak about .... "based on what stories I've heard about Lease-to-Own's"...or "Be careful...Lease-to-Own's typically will only benefit the seller and you should keep renting till your ready to buy."
Lease Purchase deals are not for everyone, but they can be a great tool for some people to get onto the path to homeownership in a more creative way.

No matter how you decide to pursue a property, PLEASE educate yourself about the whole process and use Professionals (Attorney's, Agents, Mortgage Lenders, and other RE Professionals) who are familiar and have completed these type transactions. The last thing you want to get involved with is someone that says, "Sure....I'm sure we can put something like that together." You're next question to them should be: "Great! How many of these transactions have you done in the past?" This will generally weed out the pretenders.

Sarpy county allows 2 dogs per household. You may find renters willing to lease if you have dogs but expect to pay at least 25% of the monthly rent for a deposit (that is the maximum allowable charge per Nebraska's landlord / tenant law - you can look that up online if you want!).
