There's plenty of neighborhoods with low crime and great schools. It's warmer as you go east from the beaches although the homes are less expensive.

Realtors are actually prohibited from advising clients on crime rates, etc. as it could be interpreted as steering. Trulia does have a pretty good resource for this, click on LOCAL INFO for the community you are interested in, then COMMUNITY INFO. It will show you some really good crime statistics that you can use to figure out where is the "lowest."
