This is a question that gets asked a lot of Realtors. And it is really hard to answer because what IS safe? What you might consider safe might not be good enough for the next person. I get folks moving from the rough parts of Richmond and Oakland to what most people would consider the lower end areas of the suburbs and they are delighted about the quality of the neighborhood because it's so much better than where they are coming from. And yet other buyers would not want to live in the same neighborhood. It's so hard to answer because one does not know much about your own expectations.
In my opinion the best way to get an "answer" to that question is to establish a relationship with a realtor who specializes in the town and areas you might target. Get to know that realtor and allow them to get to know you so that he/she can understand what your expectations for safe and good neighborhoods are and are not. And as he/she learns about where you're coming from and what you expect then they can help advise you about where to find that sort of neighborhood and which ones will not meet your expectations.
