when a home gets notice of public sale at the court house does this mean anyone can offer any price or can the bank set a minimum offer?

FIRST ANSWER

The bank will set a minimum amount that it will accept. If no one offers enough then the bank will get the house and wait for the redemption period to lapse. Then it will sell the house.
