The City of Celina Planning and Development can help you determine the zoning, which dictates the legal future uses of the parcel. Here is their contact information:
Development Services/Permits
Cindy Jackson phone: 972-382-3617
Fax: 972-382-3176
cjackson@celina-tx.gov

Ask if they know of any current development plans and timelines. We do this type of research for clients routinely, and find the planning and zoning departments to be generally very accessable, friendly and helpful. Hope this helps!

It currently appears vacant to me. If you question is "What could be there if this is vacant?" is always a good one. I always tell my customers imagine a Wal-Mart or whatever you think could be the worst. If that doesn't bother you then buy the lot/house. If it does move on. Of course many realtors or subdivision sales people will tell you it is a greenbelt or church or something you will like to hear. Whatever it is now or whatever they tell you can change.

The tax rolls will always show the Lot & block number are you indicating this is a vacant property need to determine what it is zoned for? In the tax rolls will indicate the property structure and taxes paid. If vacant you need to contact the city to determine what is the property zoned for
