You can check with the county recorder's office; see if a default notice/lis pendens was filed, or simply ask any local agent...

The best way is to work with a good real estate agent who knows the area where you want to move. She will be able to tell you based on the subscriptions to the right websites. I can help with this.

Other than asking the owner directly ( not recommended!) you would have to go and search the property records. Right now, those files are in the Parry Building in Goshen as all records were relocated from the Goshen Gov't building after it was closed. Of course, if the property is currently listed, call the agent who is handling it.

If a home is in foreclosure you should be able to go to your counties assessors website and search to see if anything has been recorded on the property. If it's in foreclosure you should see something recorded on the property saying so. An easier way might be just to call a local real estate agent and have them check for you.
