Will Conn Brown harbor area development increase value of Railroad Avenue(several blocks inland from harbor)?

FIRST ANSWER
I would think it would. Railroad Ave is 1 blk east of Commercial if I recall correctly. Anything done with Conn Brown will have an effect on the whole area. The question is, will there ever be anything done with Conn Brown and the bigger question is - when? The city seems to keep shooting themselves in the foot.
