Check the demographics for the zip code and census tract. This is an area there the population lacks the income to afford market rent or has the ability to purchase. Lenders are unwilling to lend to in many condo developments, in this geographic area, and in this price point. The only potential buyer is an investor who understands the risks of this kind of investment and pays cash. When you only option is selling to a cash investor, this seller and you if you make such an investment have very limited options when it's time to sell, thus the low price.
