Why are we required to pay property tax in rented mobile home parks in Redlands? And, why is there no cap in mobile home park rent?

I pay $635/mo for rent in a mobile home park in 92374. More than my mortgage! The rent is so high they (Redlands Ranch MHP) make it impossible to even try to see your MH.
