When would be the appropriate time to start looking at property to retire to?

Would be planning the move once property purchased and able to sell present property at or above purchase price in another state. If price right could purchase and remain at present location, not retiring until everything falls into place.

FIRST ANSWER

Retiring is a state of mind and body and although it is important to have funds with which to retire, I would not go beyond my emotional decision to stop working.

Although the market might be in a state of correction, you are selling in a low market and buying in a low market. Your sell and buy will always be under the same conditions and the buying right now is the perfect time.

Decide where you will be happy, put your current property on the market and as soon as you have a deal together, purchase your retirment home and move in good health!
