What is the trend in home values in WI from 2008 to 2009? I'm looking for "home values have gone up 0.9% from 08 to 09" or whatever

is accurate. The state of Wisconsin has assessed my house in 2008 at a "market value" of $186,000 and then in 2009 they assessed it again at a "market value" of $224,900, or an increase in market value of $34,900 in one year!! We have made NO IMPROVEMENTS to either the home or the property it sits on in that time frame. That represents an increase of approximately 20% which does not seem reasonable if the trend of home prices in WI has been "flat" over that period. Please help me.
