Any time is the "right time" to buy and flip provided you can obtain the property at a price that will make it worthwhile for you. Of course marketability is of key importance. You need to be able to price it at a price that will sell and it desirability/location should not be overlooked.

If your a novice, not the best time to flip especially in an Area as diverse New York. There are plenty of deals out there, but smart investors are picking them up at the right prices. Sometimes it might look like a deal but if you dont know whats ahead costly mistakes could cripple any flip.
Get educated work with an investor who does flips, learn from someone that is doing it successful.
