If a house has been on the market for an EXTENDED period of time (over a year), what is a fair offer to the seller that is not deemed insulting?

Who cares if it's deemed unsulting? The home is worth what the market says it is and it sounds like the market is not interested in it as it's priced.

Have your agent complete a comprehensive analysis of the price or hire an appraiser. Don't look at it as insulting, look at it as personal preservation; do you want to over pay?
