I am being charged $1.04 a sq ft. and a space in my building is being advertised for $.64 a sq ft. Can you advise as to legalities.?

There is not enough information here to go by. Keep in mind a landlord can charge a different amount for a different unit. Especially depending on the location, condition or market conditions.

Some properties are more desirable than others. Some properties aren't selling and the landlord drops the price of the vacant spaces to attract buyers. If your lease states a certain price and you agree to that price, they must charge you that price. Now if you agreed to a different price and you aren't be charged that price, I'd advise seeking legal help from an attorney.
