How is the market? where to how much the home values have decreased in value over the last 12 months?

Kudos to Richard for a nice answer. I would add: Major empoyers Emory University and Centers for Disease COntrol have kept the market stable in Decatur and Northeast Atlanta. Job stability has meant fewer forced sales and foreclosures. Decatur is not immune to the ups and downs of the National real estate market but it has been buffered by these large employers who have not had to downsize.

The market varies significantly by neighborhood. You have to be very specific when trying to analyze the current conditions. For recent information on Decatur (30030) single family homes, view my blog entry:

My first question is are you talking about the city of Decatur or are you talking about "greater Decatur?"

Big market differences.

The median sales price across 8 metro counties is down about 25-30% in 3 years.

Regardless, each submarket has different dynamics.
