If you are looking to buy a home in Washington DC,Just google "Buy a home in,Washington DC". I usually come up on first page if you do a search on Google.

You are looking at house in D.C. that the Listing says the Comp's are $495,000.

Aside from that, the Sellers are not required to sell it for the Listing Price; (there are many loopholes)

Perhaps you should enlist a local Realtor to check it out for you:
You wouldn't want to buy it without seeing it.

Sounds like you have done your homework!
If you are right, you should not let a moment pass and purchase this house NOW. The day after closing you can resell if for 'PLUS" $425,000! Now that is real profit.
You should buy it! NOW! $425,00 straight into your retirement account (Self-directed IRA).
