The above may be true if you take "other stage of default" literally. There are web sites such as you indicated that have programs that automatically "upload" ANY lis pendens filing with the county clerk of courts. This does not mean they are for sale!! If anybody files a lien on any property, it can and does show up on these sites. I can set you up with a auto notification of all foreclosures or short sales along the emerald coast which would send you all the legitimate offerings at no cost to you.
