To my knowledge, most of Browns Valley does not have a Mello-Roos assessment. If you want to check a specific property, you can do so on-line on the Assessor's Office web site ( http://www.solanocounty.com/depts/ar/viewpropertyinfo.asp ). You can view the tax bill for any property in the county and see the all the various assessments and bonds that are attached to that property. Mello-Roos assessments are usually a fixed amount whereas most bonds are a percentage of the property's assessed value. Sometimes they can have names other than "Mello-Roos."
