Most of that land is already bought up by investors who actually have money.

My opinion is No. Not for a proposal that is 5 plus years out, and will require legislative permission.
Investors in this 300 +acre park need to actually form their own special taxing districts. Which will allow them to "Vote and float " bonds to help finance this project. You have to remember that this park is only a proposal.
Great Idea for tourism, However Mesa has a jump on it, with there own
Water-World-Wave-Park, $6.a bottle of water, extravaganza.
Yes it is half the size at only 120 acres, and mostly geared towards water activity's, but hey were in the desert. Were would you go in June, July, August?
Eloy and Mesa are only 65 miles apart. My opinion is that this proposal will be a tough sell in this economy
