I guess the first thing you should know about Marina Bay is that it is a neighborhood not, as the other answers below imply a single condominium complex. There are currently 11 existing HOA's in the neighborhood with one additional live/work space under construction and at least two additional single family home developments being proposed. HOA fees in the neighborhood range from under $100 a month to over $500 a month and they also vary by what they cover in terms of expenses and maintenance.
The Marina Bay area features lots of bay front land and nature while also having several parks and the Bay Trail running right along the Bay for well over a mile. If you have other questions regarding the area feel free to post them here or contact me directly.
Hello A.Q., Condo's are about 300k or so if that is what your looking for? Are there any other cities your considering? Do you have down payment and closing costs? If not, you may consider CHF Access half percent down payment program with a minimum 580 fico score which can also contribute towards your closing costs as well. Also, Developers use CA DRE approved contracts not CAR purchase contracts. Even if you are represented by a Realtor "customary" means different things in different fields. Most Realtor's are not familiar with new construction nor the process of building a home, time lines, contract obligations, etc. Its a totally differently ballgame including lending. Most lenders will not or cannot loan on new construction which is why there is a approved lender who usually bypasses underwriting requirements because of the complexities of the building a home, timeline, delays, rate locks, etc.

I agree with Darrell that it may take a while longer. I've been hearing "the prices have bottomed out or will be bottoming out soon" since the crisis started. I'll believe it once the trend reverses steadily for two years.
If you are looking for a deal in that area it probably will have to be a foreclosure (and some of those do exist) because otherwise only the most desperate home owners (e.g. moving out of state but don't want to foreclose) are selling in this market and 2-3 years before the new UC research campus and underpass are being built.... more

You know your area because you live there. I agree with the previous response that short sales are a nightmare. The lender can just hang you out there. As for the area, the city of Richmond has a "higher than average" violent crime rate. The Marina Bay development is away from the main city center, but..... Also, you have a major Chevron Oil Refinery to your north-west and a ship port to the west. The prices are good for Bay Area realestate, but there is an obvious reason.... more
