Best? The one that provides you enough information to make a reasonable decision.
A copy of their credit report will also provide a lot of information.

There are several places that will do it. Some will just give you a yes/no answer, some will give you the credit reports and credit scores. It really depends on what you want. Here are a few places.

There are others as well. Just google it and you will find more.

Going through a agency/broker would be easy and it's around $20.

You can go through a realtor as well as there are many sites out there that offer this services to landlords for very little money. Check out YGL.com
