This parcel is actually NOT located within the city limits of Boerne. Call Kendall County and inquiry. My guess is they'd be more than happy to accomodate you in order to increase the tax base ;-)

I guess it could be, but we would have no idea if it is remotely possible or not. That is a zoning issue, it sounds like, which means you would need to taking it to the higher ups and ask how to rezone it or if you can.
