What is your exit strategy Buy & Flip or Long-Term Hold?
There are hundreds of Wholesale Investors out there with properties not listed in the MLS. You have to sift through a lot of potential deals to find the 1 or 2 properties that will work based on your Profit Threshold. Join one of the local REIA's and you will find wholesale investors all over the place.
If you have cash you can buy at the Courthouse Steps... As Tyler noted below, the last year or so has been crazy because multiple Hedge Funds are at the Steps... Colony Capital, Blackstone, etc. They don't buy them all, but they are willing to pay up for them since they are placing them in a long-term hold and are betting on long term appreciation.. so if you want to buy, fix and flip it is harder to get them at price you can make good money.
Inventory is as low as it has been in a decade so if you don't race to a new listing in the MLS, you will miss it as you are figuring out.

Lots of investors (especially in the fix and flip side of things) do quite a bit of marketing themselves to find properties to invest in. There is also the auction on the courthouse step that can be beneficial as well. However those homes are purchased for the most part sight unseen (except for the outside of the home) and must be with cash.
There are a good amount of hedge funds out there as well purchasing properties. Atlanta is pretty much a tough market. The days of finding a great property in a great neighborhood for under $50K are pretty much gone.
