When your questions are related to discriminatory factors such as 'safe', the law strictly prohibits anyone from responding with anything that might be considered 'steering'. Your best solution is to find out for yourself following the suggestions of those answers already given: drive/walk the neighborhood at various times of day and days of the week. Talk to the neighbors, then decide for yourself.
I think that's the best way to determine the answer to your question.
If you live in Sacramento already, it's well worth the Sunday drive to Natomas to check it out. If you know Natomas at all, you know there is an ARC Annex there, some large office parks, and lots of retail shopping. Oh, and a sports arena whose future is as of yet, undecided. Being in an HOA, walking around the neighborhood and getting the vibe (quiet or not, clean or not, friendly neighbors or not) is the best way for YOU to see what YOU may think about it. Yours is the most important opinion of all!
You will learn a lot; Demographics, Street Repair, Parks, Shopping, Schools, Taxes, Crime,
and you won't be taking someone else's word for it.
Good luck and may God bless
