I'm thinking about buying a home in victorville on 4yh street and I dont know if it is a safe area

Any address that has a number as there street usally isnt a good neighborhood. If you disagree name one street with a number that you know of that is. I would love to know.

"Safe" is a somewhat relative term that may not mean the same thing to all people; however, while the local Police department is the best source for such research, there are some online sources which you may find useful to help you to determine your comfort level for an area:

I agree with Mr. Foy. You may also talk with the Victorville police department regarding crime statistics in the area. You may also wish to speak directly with some of the residents.

Your question is a little hard to answer without knowing specifics. Because the "average" neighborhood in the Victor Valley can have a lot of variation between types of residents, one of the things I recommend is cruising the neighborhood on Friday and Saturday night. This will give you a better feel for what things are like in the area you're looking.
Situation can change from block to block, and year to year as people move in and move out. I've seen nice neighborhoods go bad, and formerly bad areas become revitalized.
Victorville, and the High Desert are in a bit of an economic slump, and this leads to higher vacancy rates and more rentals, which tend to make neighborhoods less attractive. Regarding 4th, keep in mind that commercial truck traffic will be increasing on Nisqualli Rd., after they finish the overpass at the end of 2013.
