If you are familiar with this neoghborhood, why don't you get out of your car and knock on a few doors:
Meet a few of your prospective neighbors and ask them about living there.
If you are afraid of doing this, then you probably do not want to live there.

All of Natomas, to the best of my knowledge, sits in a flood zone. Some are preferred risk and some are not.

I like the answer from the guy who suggested you might be dodging bullets if you get out of your car. As real estate agents, even if we knew all the residents wear bullet-proof vests, we aren't allowed to tell you. As he says, just the fact that you are asking this question should alarm you.

As for safety concerns, if unfamiliar with the area, do visit more than once and at different times of day, possibly chat with locals/neighbors; also contact the local police department with all your questions, hear all there is to hear firsthand; real estate professionals are prohibited from steering, enticing a buyer to purchase/rent, or not, in specific neighborhoods.
