Yes the area is safe and quiet. many retirees live here.

That area is an up and coming area due to its proximity to central Houston.

This question really depends on your interpretation of what is safe and quiet. Have you driven the neighborhood and checked out the surrounding businesses? Is the area clean? Are the businesses types you would feel comfortable mingling with?
Your best bet is to just drive around, or better yet, park and walk it with a friend or family member. You can gain a lot by looking at how the neighbors live and interact. Are they friendly or do they glare? Do you see anything offensive? Listen to your own intuition.
If you have the chance to do this, it is better than anyone's opinion. You are the one who will be living there.
While no neighborhood is exempt from crime, you might check the local law enforcement websites and compare it to other areas you are looking in.

For any safety concerns you may have--for accurate and up to the minute information, do visit/contact the local authorities and ask all your questions--hear all there is to hear firsthand--as for quiet--revisit the area, drive around, possibly chat with locals, look at anything that is important to you, etc.; then make your determination, will your comfort level be reached; don't rely on opinions alone, oftentimes they are subjective, what may be good for one is not necessarily the case for another.
