The courthouse would have the covenants for the HOA, you can get a copy of these there.

The previous owner should have a copy of all the HOA guildlines and CCAR's. If they do not, then the county in which the home is located should have them. Call a local title and escrow office and ask for customer service. Usually they will have some on to help you with this kind of questions
