The best thing to do is to go on the Arizona Secretary of State's website and look at the crime stats. Keep in mind that those stats include minor crimes like shoplifting and such. You can also call the police dept and ask them about violent crimes in the complex, neighborhood or zip code.
Under federal fair housing laws, agents are not allowed to tell you what is safe or unsafe but you have to do some of your own research.
Your agent can also drive around the neighborhood and take a video or pictures to give you a sense of the surrounding area, which sometimes can help.

Prices and rents rates can be a good indication of what an area is like. Typically, the more in demand, the higher the prices. It will come down to your investment strategy. Are you looking for good cash flow? Looking for appreciation? Do you want rent ready homes or fixer up property? What is your budget?
The only unit that looks like it is available for sale is a HUD owned listed at $40K. Does not appear to have any appliances. Could also need additional work.
Currently there is a unit listed for $600 rent and a couple that rented in the $600s over the last year.
