Crestwood Area Resident parking rules?

I am considering buying a house in the Crestwood area of Yonkers, and it does not have off street parking. Due to the proxemity to the Crestwood train station, there are 3-hour parking limit signs posted everywhere (to prevent commuter parking). Does anyone know what the parking rules are for residents in this area? Does Yonkers provide resident parking permits? I checked the Yonkers city website and couldn't find anything...
