Yes, start out with a business plan so you can have a road map and narrow your services. This is a business where you can "be all over the place" in what you offer in no time at all. And you'll quickly feel like you're spiraling out of control. (Speaking from personal experience -- when we first started our business in Atlanta.)

Create a business plan. You'll start getting clients by contacting realtors who handle foreclosure listings, banks (the acquiring institutions of failed banks who have "inherited" tons of foreclosures -- you can find them on the FDIC's website), and larger property preservation companies, who have listings all over the United States.
