Anna, I suggest you get with someone who knows the area, has land certification (CLSS) designation, is an experienced agent - and define what you want to do with the land, privacy?, horses?, etc........great builders now are available at reasonable builging costs..........but honestly, you may be able to get the land and a house for much less than if you build yourself! lots of deals out there!

The most important fact and question you need to know and/or ask - that nobody has mentioned - is "What is the appraised value of the land/lot". By knowing the appraised value, from an independant third party Real Estate Appraiser, you can determine if the selling/buying price listed or quoted by a sales person is too high or too low.

Off the top of my head:

Is there an HOA?
Are there building restrictions?
Are there parking restrictions?
Is it on city water or is there a well?
City sewer or septic?
Is there a survey, marking the lot boundaries?
Does the lot have a clear title?
Does the lot have any right-of-way provisions for a neighboring lot?
Are there natural and open space requirements from the city?
How much is the lot?
Is the seller offering financing?

Land purchase is the most involved real estate purchase. You need to research pretty much everything that can effect the future use of the lot. Initially you need to get a survey done, or from the seller, a topographic survey can also be of interest depending on the lot. If it is hillside, or looks like it might have some elevation issues, I would definitely recommend one. Is there water on the property? If so is it city water, private well, shared well, hauled water? In addition a soils test to test for expansive soils as well as percolation if the lot will be on septic, which in Cave Creek is very likely. You need to check for any floodissues on the property. You will also have to make sure if you are building on the lot, that the lot will suit your home and have room for a well site, septic and leachfield, building envelope and whatever else you might want on your lot. In addition you may also want to check with the planning and development department for any restrictions on the lot such as setbacks, building restrictions, zoning requirements etc. Check CCR's and recorded easements on the property. A few other things to looks into as well are: toxic waste, fissures, unrecorded easements, future plans for neighboring lots.....
