How do I go about getting my home property tax lowered because the value of my home has lowered.?

I bought my new construction townhouse a year ago and the value has already dropped 20%. I know this because my bank told me so and the builder is selling the same model now for this much cheaper. I would like to know how to go about getting the county to re-assess my house value to get my property tax lowered. I read that for the county of santa clara I should wait till June for some mailing? Is this true and why? Also in going through this process, is there any risk that they might make my property tax higher?
I am aware there are those third party companies that will do this for me for a fee and most of the time that is a scam. I am willing to do all the legwork myself. I just need to be pointed in the right directions.

Each answere you've received are excellent answers... To get a more accurate comparable, I recommend that you find yourself a local appraiser. An appraiser can effectively give you a more accurate and up-to-date comparable used in reassessing your value for taxes. Now shop around for an appraiser because for the most part they want your business so getting a comparable will be free. Some do charge so just move on to the next appraiser.

If you don't mind spending $300 to $400, you can get an actual appraisal report with comparables You don't really need this but your paid report will state the exact value.

You most likely do not need a third party company. You will need three comparative sales for the form that you can download from the county, yourself. If the comparative sales are genuinely less than your home purchase value you are on track. You can pick up comparative sales at http://www.zillow.com or with any local realtor.
