You do NOT have to be a licensed Realtor to estate a brokerage in NY. But you do have to have a Licensed Broker manage your office.

Get in touch with the Department of State, division of licensing for information you can count on.

Elena,

Are you currently a Licensed Real Estate Salesperson or Associate Broker in New York? If the answer is no, you have a long way to go. I have links on my Agent Recruiting page for licensing info in New York. http://www.stlawrenceproperties.net/recruiting.php
