I own a one-bedroom condo that used to be two bedroom. A previous owner removed a wall between the second larger bedroom and the living room to make a large living area. I would like to return the wall, but would like to know the minimum parameters required for it to be considered a second bedroom again.
To clarify, the heat source must be permanent - not a plug-in heater. Eugene has rental rules about this issue, besides it being a lending issue, as well. If your home has forced air heat, you could either have a vent run to that room (if this is possible) or a simple electric heater could be added. Be wary of the placement of the heater - keep in mind the functionality of the room. For example, if you put a heater in the middle of the only wall suitable for a bed that might limit the use of the room. Many people are not comfortable having their bed under a window. Keep that in mind!

You should check with the city of Eugene's Building dept (see link).
In general the requirements for a bedroom are:
at least 8' x 8' x 8'
a door 32" wide
A window 32" above the floor large enough for a fireman to use
A permanent closet
Each municipality has specific requirements that may vary. My point in investing this time for you is that it would be a shame to go to a lot of time and expense to make your condo a two bedroom and then upon inspection at the time of sale discover that you failed to do it correctly.

Alexis and Stephen are both right! I just sold a 2 bedroom home plus a den, but it would not appraise. With the new FHA guidlines the appraiser can only go back 90 days for comparables. There were no 2 bedroom homes that he could use. He told me to go to the local store and buy a prefab closet and attach it the wall, which I did. He came back took a picture and needless to say the home appraised. Like Alexis said, it needs the window also. Good luck!
Right and the window must be big enough for a person to get out of (egress) and/or a fireman to get in through.
You need a window and a closet (can be purchased from a local store but must hook into wall).
It also needs certain diameters of total space. 10 X 10 is a rough estimate of the minimum.
