There is no best time to sell. It all depends upon your individual circumstances and why you want/need to sell. For example, are you getting a bigger place in NYC? If that's the case, the fact that prices are lower now than in recent years is a good thing, because trading up in the same market means you get the same percentage discount on the next place which, if it is bigger, means more dollars saved. That's one scenario. All indications are that prices have leveled. We should not see much more of a drop here. The question being debated is how long will they remain at this level before creeping up again.

Based on the expert opinions I've heard recently, and the data I've seen, I personally expect apartment prices in NYC to continue to decline at least for the next 1-2 years. If you need to sell for some life change reason, I do not believe waiting and hoping for a higher price later is a good strategy.

Whenever you feel it's appropriate or needed and you have valid reasons for selling. Job Loss, Relocation, Upgrading, Downgradint, etc...
