we have a structural beam covered w/sheetrock that we want to expose, is there a fire code for this?permit?

FIRST ANSWER

If it is wood and inside where the authority having jurisdiction can't see then there is no problem. The wood will pull away from the drywall due to expansion and contraction. The joint will have to be caulked often.
If it is steel then there might be a fire code issue. Consult with the city building inspector.
