Sounds like you're referring to the VA (Veterans Administration) and not VA (Virginia). That being said, I'm not real clear on your question?

If you are in Virgina selling in AZ, there are lots of options that you have to sell without deficency. I provide legal assistant through an attorney and CPA to all my client's free of charge in the event that you wish to short sale your AZ home. These laws will be changing for home owner by December 31st. Please give me a call and I will be able to assist you further.

Virginia is a RECOURSE State:
(At least it was recently; things change quickly.)
For those reasons, you should check with a Real Estate Attorney in Virginia:
The Lender could file a Deficiency Suit against you for the amount they lost.
The Time limitations on this could vary.
Every State has different rules and regs.

The IRS should be no problem, at least through this year.
I would hope that you are still paying the property taxes and Insurance.
