Will Bank pay for Mandatory city Repairs in a Short Sale? If So how quickly Bank paid repairs are done?

City requires that Sewers Lines be inspected and Repaired before any property can be transferred / sold. It is a short Sale, Our offer has been approved (both owner and bank) and HUD has been submitted, but no answer yet on the Repair being paid for. House failed sewer test and estimated cost of repair is 3K. If Bank does approve to pay, how fast do they do it? It's a VA Loan and to put the repair money in escrow is not an option... so we were told.
