The best time is when you have the need to sell. How many buyers are active in the market depends on many variables including the weather and economic and political events that affect demand, but the most active time for buyers to sign a contract is roughly from the late February until mid-June.

Call a realtor in your area and ask if you can get a CMA.
If you want to sell your home fast, clean it up and paint where needed. Price it right. Get an experienced agent. A dirty or messy house will turn off buyers and will cost you money in the long run. If it's not priced right than there is no incentive to buy your home over one that is similar. If you want to find a good agent, you can start here on Trulia, but don't be sold by some badge that says PRO or VIP. Being a "PRO" on Truia is something you pay for and does not indicate anything about how good of an agent you are. The VIP badge only means you've answered more questions. Some agents answer questions here in an effort to be helpful and some give short, one or two line answers just to get the VIP badge. There are some agents here who have answered thousands of questions here with short answers, but they don't seem to spend much time selling real estate. Also, call in 3 agents to discuss the sale of your home. If they can't impress you with what they and their company do to help sell your home, you probably won't be very happy with them once you list.
