It must be finished, floors, walls, and ceiling and must be heated. It will given a lower price per square foot because it is below grade. It will be considered finished square footage. Some appraiser still won't count it because it is below grade. Realtors however do count it in the finished square footage.
When I measure a home to market I do include space as you described in the total sq ft of living space. However appraisers do look at this differently, my suggestion would be to call an appraiser familiar with the Berea Ky area such as John Gilliam at 986-6126.
Is it heated? Floor, walls and ceiling completed? If so, yes. Someone would still need to view it to make this determination for sure.
